Rotate the pencil to extend the tip about 1/8 of an inch. (Extending the tip further may cause it to break.) Using light pressure, apply in the direction your hair grows.  Reapply to achieve the desired intensity.  Finally, use the brush at the other end of the pencil to blend the color.
